The State of Lighting in Cities with Urban Transitions Mission

The City Lighting Assessment Report, developed by the Urban Transitions Mission in collaboration with Signify and the Global Covenant of Mayors for Climate & Energy, explores how city leaders are using lighting to accelerate climate action, enhance livability, and build resilience.

“A lot of cities in the UTM cohort have been including in their Action Plans measures on lighting. This assessment is a possibility to shed light on the potential of lighting.”

Giorgia Rambelli, director, The Urban Transitions Mission

Drawing on a global survey and dialogue with city representatives, the report reveals how cities are advancing their lighting transitions and contributing to broader climate and energy goals – highlighting both the progress made and the challenges that remain.

Key topics and learnings

The findings reveal how LED and connected lighting can deliver rapid, scalable impact—cutting emissions, enhancing public safety, and creating healthier, more livable urban environments. The report also highlights the collaboration and capabilities required to unlock light’s full potential for sustainable urban transformation.

In this webinar, you’ll explore where improvement opportunities lie across five key areas: building expertise, leveraging energy and resource efficiency, adopting new technologies, using enablement tools, and accelerating execution.

“The report will help cities see where they are in term of lighting.” Mario Giordano, global head of public and government affairs, Signify

Learning objectives:

  1. Gain a clear understanding of the methodology and analytical approach used in the assessment.
  2. Explore key findings and identify opportunities for improvement across cities.
  3. Learn how cities are mapped based on their progress in the lighting transition.
  4. Examine how cities’ maturity is assessed across capabilities and readiness dimensions.

Director,

The Urban Transitions Mission

Giorgia strongly believes that the involvement of cities and regions is vital to drive forward sustainability and to achieve the objectives of the Paris Agreement. Partnerships across levels of government, as well as with institutions, stakeholders and the private sector are crucial to meet these goals, and to support local action. Giorgia is the Director of Mission Innovation’s Urban Transitions Mission, and works to mobilize decision makers across all levels of government to prioritise climate-neutral and net-zero pathways enabled by clean energy and systemic innovation across all sectors and in urban governance. Within the Mission she dmanegs, Giorgia works to empower cities to adopt innovative solutions and reach the tipping points in the cost and scale of those solutions for urban transitions, by accelerating capacity-building and closing the gap between research, development and deployment. Giorgia has over 13 years of experience in the fields of climate and energy to support local and subnational governments in developing sound policies, science-based and data driven plans and solutions in response to the challenges of climate change. Giorgia worked as the Coordinator for climate policy and energy governance at the European Secretariat of ICLEI- Local Governemntts for Sustainability. Giorgia has worked with the Global Covenant of Mayors (GCoM) Secretariat since 2020, where she led the work on Global-Regional Coherence and Coordination, working to support the GCoM alliance partners to implement the mission and vision of the GCoM across the world, while respecting Regional and national contexts. Giorgia managed the Coordination Unit of the International Urban Cooperation (IUC) programme, and was the coordinator of the international dimension of the Covenant of Mayors – Europe. Giorgia has a strong expertise in international urban diplomacy, and is the former head of the coordination unit of the International Urban Cooperation programme.
